The Police Complaints Board issued its protest monitoring report and recommendations to Mayor Muriel Bowser, the Council of the District of Columbia, and Metropolitan Police Department (MPD) Chief Cathy L. Lanier regarding MPD’s handling of the “Justice or Else!” gathering on October 10, 2015 at the National Mall in Washington, DC.
