(Washington, DC) – The Police Complaints Board (PCB), governing body of the Office of Police Complaints (OPC), recently announced its selection of Marke Cross as the Executive Director of the Office of Police Complaints. Cross, who has served as OPC’s Interim Executive Director since earlier this year, officially assumed the position on December 1, 2025.
Cross, first joined OPC in 2017 as an investigator and was promoted to Senior Investigator in 2018. He was then appointed OPC’s Legal Counsel in 2021, where he provided legal guidance on investigations, policy matters, and oversight initiatives. He returned to the agency in January 2024 as Deputy Executive Director before being appointed as Interim Executive Director.
Before rejoining OPC, Cross served as an Assistant State’s Attorney in the Office of the State’s Attorney for Baltimore City’s Police Integrity Unit, which prosecuted cases involving police misconduct and contributed to efforts to strengthen public trust in law enforcement. Earlier in his career, he investigated complex, multi-claimant fraud schemes related to the Deepwater Horizon Economic and Property Damage Settlement Program following the 2010 BP oil spill.

Cross fills the vacancy left by former Executive Director Michael G. Tobin, who guided the agency through significant growth in its oversight responsibilities and modernization of its investigative operations.
