Office of Police Complaints Releases FY25 Mid-Year Report

Report shows increases in complaints and investigations, identifies body-worn camera concerns, and outlines key policy recommendations

(Washington, DC) – The Office of Police Complaints (OPC) and its governing body, the Police Complaints Board today released the Fiscal Year 2025 Mid-Year Report, detailing complaint activity and oversight efforts from October 1, 2024, to March 31, 2025.

During the first half of FY25, OPC received 470 formal complaints, and initiated 180 new investigations—representing a 6% increase in formal complaints and a 7% increase in new investigations, even as overall contacts from the public decreased by 20%. OPC investigated a total of 327 complaints, marking a 2% decrease from the same period in FY24.

Among the complaints OPC investigated in the first half of FY25, the largest categories of allegations were: harassment (53%), inappropriate language or conduct (22%) and unnecessary or excessive force (14%). Other allegations included discrimination, retaliation, and failure to identify or intervene.

The report also highlights ongoing issues related to body-worn camera (BWC) compliance, noting that 83% of cases included BWC footage. However, 20% of those cases involved BWC non-compliance, including late activation, non-activation, or obstruction of the camera view.

In line with its mission to improve policing practices and foster community trust, OPC published two policy reports during the reporting period:

  • Implementation Update on FY23 Recommendations – This report assessed the status of 26 prior recommendations made to the Metropolitan Police Department (MPD), finding that only 2 were fully implemented, 10 partially implemented, and 14 not implemented.
     
  • Duties of Firearm Licensees – This report outlined concerns around MPD’s enforcement of firearms for individuals with lawful concealed carry permits and recommended MPD update policies and officer training to prevent wrongful firearm seizures from licensed individuals.
