Board Member

Dr. Andrea M. Headley is an Associate Professor of Public Policy and Faculty Director of the Evidence for Justice Lab at Georgetown University’s McCourt School of Public Policy. Her research examines public safety, working directly with local criminal justice agencies and community organizations to improve community safety and create a more effective and equitable criminal justice system. Her past research has assessed police-community relations, analyzed police use-of-force, evaluated training, and studied accountability tools like civilian review boards and police body-worn cameras. Her current work looks closely at how residents experience contact with the justice system and how emerging technologies, including artificial intelligence, are reshaping the system.

Dr. Headley has been called on as a subject-matter expert by national news outlets including ABC, CBS, NPR, and PBS News, and her research has informed the work of federal agencies and national policing organizations alike. She currently serves on the Research Advisory Committee for the International Association of Chiefs of Police, is an Affiliated Scholar with the Urban Institute and the National Policing Institute, and sits on the Safety Research Panel at Campaign Zero.

Dr. Headley received her Ph.D. in Public Affairs and M.S. in Criminal Justice from Florida International University and her B.S.Ed. in Human and Social Development from the University of Miami. Dr. Headley was appointed by Mayor Muriel Bowser on April 20, 2026, and confirmed by the DC Council on July 14, 2026, for a term ending on January 12, 2027.
